Scenario

Gujarat has always been the growth engine of India, housing many major industries with large numbers of small & medium scale enterprises as well as multinational companies.

Gujarat, with its ease of doing business and industry friendly environment is home to a number of vibrant industrial clusters, estates and special economic zones.

Out of the six nodes identified in Gujarat under the Delhi – Mumbai Industrial Corridor, Dholera Special Investment Region is the first one to be developed by the Government of Gujarat.

DSIR will be the global hub for economic activities with its world class infrastructure and premium civic facilities. To serve the logistics and cargo need of DSIR, Government of Gujarat has planned to setup an international airport in Navagam village of Taluka Dholera.

Dholera Airport

Besides handling the logistics requirement of DSIR, the proposed Greenfield Airport, will handle the spill over traffic of the existing Ahmedabad International Airport.

The proposed airport will also handle the increasing traffic from the nearby cities like Vadodara, Rajkot, Bhavnagar, Nadiad and Anand and will propel an airport led economic growth in the entire region in line with other Aerotropolis worldwide. The airport project would make use of eco-friendly solutions and sustainable technologies to earn maximum carbon credits.

DIACL

Government of Gujarat has formed an SPV, Dholera International Airport Company Ltd. to facilitate the project in PPP mode with the help of Project Management Consultant according to the Greenfield Airport Policy of Government of India.

Dholera International Airport Company has obtained all the necessary approvals such as site clearance, environment clearance, in-principal approval and No objection clearance etc. from Government of India. Ministry of Civil Aviation has emphasized while granting in-principle approval to make Aviation Zone in land close by airport land.

Dholera International Airport project has been declared as an 'Early Bird Project' jointly by Department of Industrial Policy and Promotion, Delhi - Mumbai Industrial Corridor Development Corporation and the Govt of Gujarat. Delhi Mumbai Industrial Corridor Development Corporation (DMICDC) has over 8% equity stake in DIACL.

Flood Study and Mitigation of the Dholera Airport Site and Aviation Zone – Part-I is completed by March, 2016. DIACL has already floated RFQ cum RFP through DMICDC for selection of transaction advisor to develop Dholera International Airport.

Aviation Zone

DIACL is also planning for an Aviation Zone and MRO hub in the adjacent Government land parcel available. Aviation Zone may consist of aircraft manufacturing units like parts manufacturing units, Aviation Academy, Flight training institute etc. MRO Hub may include development of various MROs such as airframe, body, paint, engine MRO and Services of level of C & D checks.

Highlights

  • The airport is strategically located amongst the big cities of the state like Ahmedabad, Rajkot, Vadodara, Anand etc. while also connecting several international air routes.
  • 1426 hectares of Government land has been reserved for Airport at Navagam Village of Dholera Taluka in Ahmedabad District.
  • The measurement & demarcation of the site is carried out by District Inspector of Land Records.
  • The site can accommodate two runways of 2910m and 4000m with parallel taxiways.
  • Airport Authority of India has prepared the Feasibility Report, Detailed Project Report & EIA
  • Japan International Cooperation Agency (JICA) has also submitted a Detail Project Survey Independently.
  • Based on AAI DPR, DIACL has received the following approvals:
    • No Objection for construction of an International Airport from Ministry of Defence (MoD)
    • Site Clearance for the project from Ministry of Civil Aviation (MoCA)
    • Environment Clearance for the Project from Ministry of Environment, Forest & Climate Change. (MoEF)
    • In-Principle Approval from Ministry of Civil Aviation (MoCA)
  • The project will be developed in PPP Model adhering to the guidelines of the Greenfield Airport Policy of Government of India.
  • DMICDC is having equity stake in DIACL.
  • Stone pegs are placed on 182 peripheral boundary points.
  • DIACL has already floated RFQ cum RFP through DMICDC for selection of transaction advisor to develop Dholera International Airport.
