While the state of South Carolina is enjoying average crime rates 5 percent lower than last year, crime in Orangeburg County is rising.
Orangeburg County, for the second year in a row, has the third highest crime rate in the state, statistics released Thursday by the State Law Enforcement Division indicate.
The report, titled “Crime in South Carolina,” is released each year by SLED and offers a perspective on “the problem of crime and violence in our society. Last year, the same report showed that in , Orangeburg County had 87, citizens and a crime rate of Thursday’s SLED release shows that even with fewer citizens in , the county recorded a crime rate still higher than in Tourism-based counties Horry and Jasper saw higher crime rates than Orangeburg County, with Horry at Horry has nearly , more citizens than Orangeburg and Jasper has 70, less.
South Carolina’s most populated counties, Richland, Charleston and Greenville, all registered overall crime rates significantly less than Orangeburg. Richland was at Crime in the city limits of Orangeburg actually saw a mild decrease.
In , city police responded to 1, reports, compared to 1, in The newest statistics show there were no murders, eight rapes, 84 robberies, assaults, break-ins, 86 vehicle thefts and cases of larceny, making it the most common crime. Orangeburg County was ranked third in three categories of violent offenses: murder, rape and aggravated assaults. However, this year’s total still ranks Orangeburg in third place overall with a murder rate of 1. Tiny Allendale and Dillon counties exceeded Orangeburg with rates of 2.
Horry, Fairfield and Orangeburg counties nearly tied for the highest rape rate in the state. Orangeburg statistics showed 6. Aggravated assault was also highlighted in the report, with Orangeburg, again, taking an unwelcome third place.
An estimated aggravated assaults per 10, citizens was reported in Only Fairfield County at Orangeburg was also ranked high in the category of robbery with a rate of Orangeburg was the state’s leader in crimes of breaking and entering. More than break-ins per 10, were recorded in , up from The county holds the state’s sixth-highest ranking for larceny, at , behind Charleston, Horry, Jasper, Richland and Florence.
Last year, larceny in Orangeburg was ranked at Orangeburg is ranked fourth in motor vehicle theft, falling just behind Charleston, Dillon, Horry and Richland. More disturbing is Orangeburg County’s diminutive clearance rate. The county’s clearance rate for continued to suffer, with only 12 percent of reported crimes successfully brought to justice. Only Marion County, population 34,, had a lower clearance rate at 11 percent.
Orangeburg’s clearance didn’t rise or fall in a year — it was reported at 12 percent in also. Orangeburg did have a success clearing homicides, with 87 percent of homicide cases reported solved. Motor vehicle theft and breaking and entering both had poor clearance success at 5 percent each.
Compare those figures to a much larger county such as Richland, and statistics show the larger county cleared 10 percent more cases than Orangeburg, with property crime clearance at rates triple that of Orangeburg. With all the attention focused on Orangeburg’s problems, it’s interesting to note that crime rates in neighboring Bamberg and Calhoun counties are among some of the lowest in the state and even lower than their figures showed in Neither reported murders in Calhoun County had a favorable index total of Only Williamsburg at Bamberg had Larceny is the most common crime in Bamberg County, with nearly reports per capita in Breaking and entering is the most prevalent crime in Calhoun at reports per 10, Statewide violent crime dropped in by nearly 4 percent as crime reports overall fell 5 percent.
A total of 33, violent crimes were reported last year, down from 34, in , according to SLED reports. In , violent crime fell 7 percent. Reported rapes and murders each fell 7 percent in Robberies, up 2 percent, were the only increase among major violent crimes. Nonviolent crime was down 6 percent with breaking and entering and car thefts down by about 9 percent In May, the FBI’s preliminary report on crime in showed violent crime and property crimes were down 7 percent.
Stewart also said better medical care can play a role in cutting deaths from violent crimes, reducing the number of murders. Jeff Moore, executive director of the South Carolina Sheriffs’ Association, said the more than new police officers the state gained through a federal program during the past five years could be factor.
While the state figures drew praise from the state’s chief law officers, the figures perplexed one of the state’s leading crime experts. Geoff Alpert, a University of South Carolina criminal justice professor, said the economy and other factors Stewart cited don’t explain all the decrease.
The numbers could show something about society. Attorney General Charlie Condon said he is pleased with the crime decrease and said jail is a deterrent. Assaults on law officers rose 21 percent. That is “the most appalling thing” in the report, Stewart said. Moore said the South has long been regarded as one of the most dangerous parts of the nation for police. Alpert said the assault increases could reflect more training and less tolerance for scuffles during arrests.
