Dholera Special Investment Region (DSIR) is a Greenfield Industrial City planned and located approximately 100 km South West Of Ahmedabad. The Government Of Gujarat has created a legislative framework for the formation Of a Special Investment Region Act 2009. Under the act, a regional development authority for DSIR has been established.
The Dholera Special Investment Region Development Authority (DSIRDA) has the responsibility Of planning and development Of DSIR and will encompass the function Of administering government land within DSIR. An SPV named Dholera Industrial City Development Limited (DICDL) has been created between the Central Government (DMICDC Trust) and the State Government (DSIRDA) Of Gujarat to implement the project. Delhi Mumbai Industrial Corridor Development Corporation Limited (DMICDC), a special purpose company, was incorporated to establish, promote and facilitate development Of the DMIC project
Spanning approximately 920 sq krn, encompassing 22 villages Of the Dholera Taluka in the District Of Ahmedabad, is envisaged to be bigger than the city Of Ahmedabad. It is strategically located between the industrial cities Of Ahmedabad, Baroda, Rajkot and Bhavnagar.
Dholera Industrial City will have its own self-sustaining ecosystem consisting Of economic drivers through industrialisation, utility & logistic infrastructure, Social Infrastructure including education, healthcare and Other public amenities.
DMICDC, with the support Of the Government Of Gujarat, plans to create an economically and socially balanced new-age city with world-class infrastructure and highest quality-of-life standards with sustainability in the urban form including a sustainable urban transportation system within and mobile/efficient regional connectivity with neighbouring cities and the rest Of the Country.
It will be connected with Ahmedabad by a 6-lane access controlled expressway & MRTS (Metro Rail) in one common corridor providing seamless connectivity & Rail-Road transition as an effective means Of transportation between the 2 cities.
An international airport is being developed to the North-East Of DSIR by an SPV called Dholera International Airport Company Limited (DIACL). The airport has already received Environmental & Site clearance.
Defence, Aviation, Electronics, High-Tech emerging technologies, Pharmaceuticals & Biotechnology, Heavy engineering, Auto & Auto ancillary, General Manufacturing, Agro & Food processing, Metals & Metallurgical products, etc. are the sectors identified with a high potential for Dholera Industrial City among Other sectors. DSIR will be home to non-polluting industries, promoting a clean, green and sustainable urban development which can contribute to the growth Of the region and India.
The Government Of Gujarat and DSIRDA has adopted the mechanism Of Town planning Schemes (TPS) to ensure the delivery Of serviced land that can benefit the local population and the private sector. TP schemes are being implemented under the Gujarat Town Planning and Urban Development Act, 1976 (GTPIJD)_ The developable area in DSIR is divided into six (6) Town Planning (TP) Schemes and all 6 draft schemes have been sanctioned. Town planning Schemes 1 and 2 cover the development in Phase-I. TP 1 are spread over approximately 51 sq km or 12750 acres & TP 2 over 102 sq km Or 25000 acres.
TP 1 will have approximately 186 km Of road & TP 2, 340 km. Right Of Way (ROW) varies from 12 m to 70 m i_e_ 2 to 6 lane roads, have been master planned. Services and utilities running parallel to the roads & within the ROW will include Storm water drainage, Water supply, Sewerage/waste Water, Recycled Water, power, Telecom and PNG.
The Development Plan for DSIR has been prepared and sanctioned by DSIRDA. Phase-I constitutes TP1 and TP2 covering 153 sq km.

The Delhi-Mumbai Industrial Corridor Development Corporation (DMICDC) is a planned industrial development project between India's capital — Delhi and its financial hub — Mumbai. It is one Of the world's largest infrastructure projects with an estimated investment Of USD 90 billion and is planned as a high-tech industrial zone spread across six States, Over a 1 km long Western Dedicated Freight Corridor which serves as its backbone.
Development plan aims at the creation of an economically and socially balanced, new age city with world class infrastructure and high quality of life. Adoption of sustainable approach across key components such as transportation, waste recycling, overall urban form and resource efficiency from the cornerstones of this pain.
The developmental planning for DMIC aims to achieve certain end results with implementation that would ensure realisation Of an envisaged vision for the project, leading to economic development.
Government Of India has incorporated a special purpose vehicle, Delhi Mumbai Industrial Corridor Development Corporation (DMICDC), specially envisaged to coordinate DMIC Project Development, Finance and Implementation, headed by a full time Chairman and Directors and having representation from the Government Of India and Financial Institutions.
An apex authority has been constituted under the chairmanship Of Union Finance Minister with concerned Central Ministers and Chief Ministers Of respective DMIC States as members to provide overall guidance for planning and issue necessary approvals.
DMICDC will undertake project development activity for various central government projects and also help in assisting State governments. DMICDC will be responsible for assisting State governments to raise finances on the basis Of a sovereign guarantee. The corporate entity will have a shell Structure with 49% contribution by GOI and the remaining by Financial Institutions and other infrastructure organizations.

Dholera SIR - Administrative & Business Centre Of Dholera (Government's ABCD Building) plan by TATA Consultancy Engineers Ltd.
The ABCD building is located west Of the expressway within the knowledge and IT land use. The site is located such that it is visible from the expressway and is located close to the area which will be first developed within the overall DSIR.
The nine hectare site is strategically located within the parcel on a civic axis opening a vista towards a large green space.
The ABCD site is directly connected to the 55m arterial road which leads to the expressway. The site will accommodate the offices Of the development agencies along with a command and control centre and a skill development centre in a total built-up area Of 36,000sqm. The building for the Regional Development Authority (RDA) is envisaged to be a LEED GOLD rated building with facilities to accommodate the entire staff required by the RDA for the city of Dholera.
EPC for ABCD Building Contract granted. M/s Cube Construction Engineering Ltd. is the chosen bidder. Work finished on ground. The nine hectare site is deliberately situated inside the bundle on a urban hub opening a vista towards an enormous green space.

The Dholera International Airport is a part Of Dholera Special Investment Region (Dholera SIR) Of Gujarat government, located at a distance Of 100 kilometres south west Of Ahmedabad.
Dholera International Airport news: With the Dholera International Airport Company Limited (DIACL) deciding to fast-track the airport project late last month, decks have been cleared for work on the upcoming greenfield airport. The Dholera International Airport is a part Of Dholera Special Investment Region (Dholera SIR) Of Gujarat government, located at a distance Of 100 kilometres south west Of Ahmedabad. Once fully operational, the Dholera International Airport is likely to have an annual capacity Of 50 million passengers. The project is being implemented with an aim to decongest the saturated Sardar Vallabhbhai Patel International Airport in Ahmedabad.
The Dholera Airport will be built on 1700 acres Of land, 29 km from Dholera and 80 km from Ahmedabad. The Dholera International Airport project aims to decongest the Ahmedabad airport, which has been handling 11 million passengers per annum, as against its capacity Of 7 million passengers.
Besides decongesting Ahmedabad Airport the upcoming airport in Dholera will also cater to Other regions Of Rajkot, Vadodara, Bhavnagar, Kheda, Nadiad and Anand in Gujarat. The first phase Of the airport is likely to become operational by the year 2024.
The airport is expected to have two huge runways on it. One Of the runways to be built in the first phase with a capacity to handle up to 30 million passengers per annum. The second runway would be built under the project's second phase, having a capacity Of 20 million passengers per annum.
The airport will be well connected with city's transport systems. The National Highways Authority Of India (NHAI) has acquired a 120 metres wide strip extending from Dholera SIR (Special Investment Region) to Ahmedabad. 90 metres Of this strip would be used for a six-lane highway and 30 metres for a Metro link.
For the infrastructure development at Dholera SIR including the Dholera International Airport, the State government Of Gujarat would be investing Rs 20,000 crore.

Metal & metallurgical products industry at the DSIR does not envisage production Of metals from their ores. This is because base metal producers in India typically have captive mines supplying Ore to the producer at negligible costs. Moreover, the plants are located closer to the mines to reduce the logistics cost. Hence, the basic metals produced in India are among the most competitively priced across the globe. However, Gujarat does not have rich reserves Of basic metals which can be used to sustain production. The bulky nature Of import ensures a high logistics cost in transporting ore from a mine located elsewhere in India or abroad. This would raise the cost of production Of metal making it production unviable.
Metal and metallurgical product industry proposed at the DSIR includes secondary production Of steel. The raw material for the industry can be sourced from the ship breaking yard at Nang located in close proximity to the DSIR The proposed industry also includes production Of fabricated metal products like steel pipes, steel & aluminium furniture and manufacturing Of steel re rolled products. Similarly copper could be sourced from largest smelter located at Dahej.
The industry also involves production Of metallurgical products like Iron and Steel Pipe and Tube Manufacturing, Rolled Steel Shape Manufacturing, steel wire drawing, Rolled Steel Shape Manufacturing, Aluminum Extruded product Manufacturing, Other Aluminum Rolling and Drawing, copper alloying, automobile forging etc.
For the infrastructure development at Dholera SIR including the Dholera International Airport, the State government Of Gujarat would be investing Rs 20,000 crore.
